              Manages a portfolio of information technology projects of varying scope, size and complexity and provides technical expertise in support of projects.<\/p>

              ESSENTIAL FUNCTIONS:<\/b><\/p>

              • Plans, organizes, and leads large scale and\/or complex technology projects composed of cross departmental and cross functional team members, in support of project requirements, deadlines and budget constraints; provides leadership and guidance to team members.<\/li>
              • Works directly with departments to understand and document project business requirements.<\/li>
              • Ensures projects are prioritized based on business needs and delivered on-time and within budget.<\/li>
              • Schedules resources across multiple projects based on priorities and urgency and acquires project management resources from outside the organization when justified.<\/li>
              • Prepares and\/or reviews detailed bid specifications and Requests<\/li>
              • for Proposals, contracts, Council Communications and change orders; evaluates bids and recommends the selection of vendors; participates in selecting contract employees;<\/li>
              • Provides or presents periodic project status updates as well as project team and budget activities to the stakeholders.<\/li>
              • Provides technical information, guidance, and support to all departments, management, leadership and employees as needed.<\/li>
              • Collaborates and integrates with vendor implementation teams to configure or customize software and resolve technical issues.<\/li>
              • Conducts project assessments to ensure designed results meet the organizations needs, goals and user requirements.<\/li>
              • Maintains a high level of current knowledge regarding systems, technology and communications.<\/li>

                MINIMUM QUALIFICATIONS\/SPECIAL REQUIREMENTS\/SUCCESS FACTORS:<\/b><\/p>

                Education:<\/p>

                • Bachelor's Degree in Computer Science, Information Management Systems, Project Management or related field and five years of work experience in computer systems analysis, design, programming and project management. <\/li>
                • 5+ years of IT Project Management experience<\/li>
                • Strong experience managing projects for COTS software installations<\/li>
                • PMP certification (Currently active or in process of achieving within 12 months)<\/li><\/ul>

                  • System development lifecycle used for the development of new systems and enhancements to existing information systems<\/li>
